They are (like calluses) an accumulation of dead skin cells on the foot, forming thick, hard areas. Corns usually form on the tops, sides and tips of the toes. Due to the area where corns form, they can come inflamed due to friction from rubbing and pressure on footwear.

Treatment and Prevention
Wear properly fitted footwear with room in the toe area. (This means the right size and style for your foot type) Avoid tight socks and stockings. Use an insert or orthotic that can absorb the shock at front and rear of shoe.
